English Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Balance Books
Based on a new study of local authorities, UK councils are preparing to offload community centers, sports centres, and shopping arcades as they bet on a fire sale of assets to stabilize finances.
Growing Fiscal Challenges Drive Asset Sales
A coalition of councils representing major urban areas in the UK stated that 60% of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.
Local governments have previously faced criticism for selling playing fields and land to support their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.
The group noted that a significant number of councils attempting to generate funds from a quick sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and utilising financial reserves to manage growing fiscal pressures.”
Specific Cases of Planned Sales
One local authority in Kent said its property management strategy featured the disposal of a shopping centre in a local town and a community venue in Rochester to generate 20 million pounds over five years.
- Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the strategy.
Council Tax Increases and Wider Financial Pressures
The survey of councils in the key cities group, which includes several urban centers, also found that more than 70% of authorities will need to raise council taxes next spring to cover the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.
The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.
“We are taking creative strategies but some of these require time to achieve both improved services and cost efficiency,” said a council leader.
He continued: “There are demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from 2010-24, which is very challenging.”
National Patterns and Forecasts
A survey of county councils recently further found council budgets being strained by the growing number of children and older individuals requiring Send support.
The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.
Ministers have put off planned reforms to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.
Disadvantage and Funding Gaps
According to the latest deprivation measures (the Index of Multiple Deprivation) for English councils, several key cities members were included in the most disadvantaged in England.
- “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 across the country under the 2025 deprivation indices,” said the report.
“While only a single urban area is among the ten most deprived for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of England. The data underscores the scale of difficulties confronting municipal officials across major urban centers in the coming year,” the report concluded.
“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and addresses the real levels of disadvantage and need,” stated a council leader.
“Without this, local authorities will continue to face impossible choices around which essential services to fund, and which to cut, to the detriment of their residents.”
One in five of councils have reduced or weakened social care provision in the past 12 months, the study revealed.
